- Fixed: Pre-compilation label check error if VARPTR in DEFINE statement

The following toggle options have been added to the Preferences dialog so checking (by the IDE) can be disabled if necessary:

- 'Pre-compilation Block Check'

- 'Pre-compilation Label Check'
